As a public body within the meaning of Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the Hessian Disability Equality Act (HessBGG) and the Hessian Ordinance on Accessible Information Technology (BITV HE 2019) for the implementation of Directive (EU) 2016/2102.

Status of compliance with requirements

The accessibility requirements are based on Section 3, paragraphs 1 to 4, and Section 4 of the BITV HE 2019, which was enacted on the basis of Section 14 of the HessBGG.
Compliance with the requirements will be verified on the basis of a self-assessment carried out between March 2025 and June 2025.
 

Non-accessible content

Most of the WCAG 2.1 requirements are met; however, some points do not yet fully comply with the recommended standard (AA) or the extended level (AAA). Level (AAA) criteria are not mandatory. Existing barriers are to be removed gradually.


Incompatibility with BITV HE 2019

As a public university, we must meet at least the WCAG criteria (AA). Some categories can only reach level (A) at most. The content listed below is incompatible with Section 3 (1) of the BITV HE 2019 and is not accessible for the following reasons:

Color contrasts and readability:
All text and graphic elements stand out clearly from the background. The minimum contrast ratio of 4.5:1 is maintained. In addition, attention has been paid to good image quality and clear text display to ensure readability on all devices.

Partially applicable, minimum standard (A):

Clear structure and headings:
The page structure was designed in accordance with WCAG 2.1 guidelines, with a clear hierarchy of headings (H1, H2, H3, etc.).

Alternative texts for images:
All images used are provided with meaningful alternative texts (alt texts) so that screen readers can read the content in full. This ensures that image-based information is also accessible to visually impaired people.

No flashing or moving elements:
The website does not contain any flashing, flickering, or automatically moving elements. This prevents potential visual overload and barriers for users with neurological impairments.

Not applicable:

Multimedia content (videos) (AA)
Description: Most of the videos embedded on the website were created by ICS RM itself and published via the YouTube platform. ICS RM is responsible for the editorial content of these videos. Some of these videos are currently still available without subtitles or text transcripts.
Measures: Subtitles will be added retrospectively and, where possible, transcripts will be provided for existing videos. For new productions, subtitling will be taken into account during the publication process.

Description: Web content should be enriched with ARIA roles and attributes to provide screen readers with additional information. These are missing here.

Disproportionate burden

The following sections are not designed to be barrier-free, as this would constitute a disproportionate burden in accordance with Section 3 (5) BITV HE 2019:

Subsection: Complete plain language version of the entire website (AAA)
Description: A complete translation of all content into plain language.
Reason: Due to the size and dynamic updating of the website, a complete translation into plain language would be disproportionate in terms of cost and personnel.
Accessible alternative: Simplified summaries of key information. This is currently located in the footer (A).
